The Russia-Ukraine conflict since 2022 has severely impacted children, with over 7.1 million needing humanitarian aid due to trauma, destroyed infrastructure, and disrupted education and health services. This study aims to analyze UNICEF's Humanitarian Action for Children (HAC) program implementation in Ukraine during 2022-2023, identifying impacts, strategies, challenges, and achievements. Employing qualitative descriptive methods via library research, the population comprises documents on the conflict and HAC from 2022-2023; purposive sampling selected credible, relevant sources. The researcher serves as the human instrument, with content analysis following Miles and Huberman's interactive model for data reduction, presentation, and conclusion drawing. Findings reveal HAC reached 2.96 million children across seven sectors like health (5 million beneficiaries) and WASH (5.6 million), using adaptive zoning and Spilno Spots, though funding gaps (USD 350 million deficit) and access limits posed challenges. UNICEF acted as instrument, arena, and independent actor per Clive Archer's theory. In conclusion, HAC significantly mitigates child suffering but requires sustained funding and access improvements.
